JES­SICA  stands for Joint Euro­pean Suport for Susta­ina­ble Inve­st­ment in City Areas.

West Region has acce­ded to the imple­men­ta­tion of the JES­SICA ini­tia­tive whose main objec­tive is to incre­ase the eco­no­mic poten­tial of the region thro­ugh urban rege­ne­ra­tion of degra­ded areas.

As a result of the con­test con­duc­ted by the Euro­pean Inve­st­ment Bank the role of mana­ging the Urban Deve­lop­ment Fund (FROM) for JES­SICA in Western Pome­ra­nia fullfils:

1. BZ WBK SA in the Szcze­cin Metro­po­li­tan area.
2. Envi­ron­men­tal Pro­tec­tion Bank SA in Szcze­cin area out­side the Metro­po­li­tan area.

The role of KARR S.A.

Regio­nal Deve­lop­ment Agency of Kosza­lin was the sole part­ner of the Bank's Envi­ron­men­tal Pro­tec­tion and, the­re­fore, our task is:

• Pro­ject iden­ti­fi­ca­tion.
• Pre­li­mi­nary asses­sment of the Pro­ject for com­pliance with the assump­tions and JES­SICA ini­tia­ti­ves ROP Prio­rity Axis 5 "Tourism, cul­ture and rege­ne­ra­tion ', Action 5.5.2" Revi­ta­li­za­tion — The JES­SICA initiative."
• And pro-​​ce-​​major require-​​ments and FROM.
• Coöpe­ra­tion in the com­plex pre­pa­ra­tion and com­ple­tion of docu­ments requ­ired when apply­ing for fun­ding under the JES­SICA ini­tia­tive in accor­dance with the pro­ce­du­ral and sub­stan­tive, spe­ci­fied in the call for appli­ca­tions for finan­cial sup­port in the form of a pre­fe­ren­tial loan.

- Who can apply for a loan under the JES­SICA initiative?

- Enter­prise, TBSes, uni­ver­si­ties, chur­ches, local govern­ment units, com­mu­nity housing, housing asso­cia­tions and the like.

- Does every busi­ness quali­fies for this program?

- Each, where the ini­tia­tive will con­tri­bute to the revi­ta­li­za­tion of the city and will be ente­red into the Local Rege­ne­ra­tion Programme.

- Does the pro­ject have to be alre­ady star­ted for the inve­st­ment to be eli­gi­ble for loans under the JES­SICA initiative?

- No. This must be a new inve­st­ment, which means that it can not be the first entry in the con­struc­tion log. Howe­ver, it is accep­ta­ble to start the docu­men­ta­tion, that is, for exam­ple, to obtain a buil­ding per­mit. Con­struc­tion star­ted phy­si­cally is not eligible.

- For how much you can get cre­dit for this activity?

- There is no limi­ta­tion. In Western Pome­ra­nia, with the excep­tion of the Szcze­cin Metro­po­li­tan Area cre­dit pull under the JES­SICA ini­tia­tive is 63 mil­lion PLN. Any­one can apply for the loan can apply to her exhaustion.

- How much is an inte­rest rate?

- What are the main non-​​financial con­di­tions of the loan?

- The pro­ject must be ente­red in the Local Rege­ne­ra­tion Pro­gramme, pre­pa­red by the office of the city.

- Are there any requ­ire­ments on the source of the con­tri­bu­tion of their own?

- It can not come from public funds.

- Is the term of the loan limi­ted by the pro­fi­ta­bi­lity of the project?

- Pro­ject has to be pro­fi­ta­ble after at most 15 years. This time is cal­cu­la­ted by the pro­fes­sio­nals who check, after which time the pro­ject reaches the stage where he will be able to finance itself.

- Is the anti­ci­pa­ted loan servi­cing char­ges are addi­tio­nal han­dling costs (com­mis­sions, fees, etc.)?

- No. The loan under the ini­tia­tive of the com­mis­sion is not calculated.

- Where can I find the appli­ca­tion and who can help me in com­ple­ting it? What is going thro­ugh the whole pro­ce­dure qualification?

- You have to go to the headqu­ar­ters of Kosza­lin Regio­nal Deve­lop­ment Agency with the cost esti­mate and pro­ject descrip­tion. We will pre­pare a feasi­bi­lity study for free, which gives the inve­stor some­thing aro­und 20–30 tho­usands of savings. This will be the most impor­tant docu­ment, which then must go to the "Bank Ochrony Środo­wi­ska" and fill out an appli­ca­tion (you can down­load it from www​.bos​bank​.pl). Then you only have to wait for the decision.
